VCN – The leader of General Department of Vietnam Customs directed the Anti-smuggling and Investigation Department and local customs departments to focus on launching the Demeter X Operation to strengthen control and prevent illegal transportation of hazardous scraps and waste.

Following the success of Operation Demeter X, the World Customs Organization (WCO) and INTERPOL (International Criminal Police Organization) co-organized Demeter X Operation to strengthen control and prevent illegal transportation of hazardous scrap and waste harming the environment and the ozone layer which is controlled under the Basel Convention and the Montreal Protocol.
The goal of the Campaign focuses on strengthening coordination and information exchange between member countries and customs forces to detect violating shipments related to trade and transportation of illegal scrap and waste that are harmful to the environment and the ozone layer… in countries and outside the region.
To proactively strictly control and promptly detect acts of smuggling and illegal transportation of scrap and waste, improve the effectiveness of cooperation activities with domestic and international authorities as well as contribute to the successful implementation of Operation Demeter X, leader of General Department of Vietnam Customs requested Anti-smuggling and Investigation Department and local customs departments to launch the operation which took place from May 1st to November 15, 2024.
In particular, the units should focus on key tasks as follows: First, enhancing information collection and exchange of customs information; firmly grasping the situation in the management area; patrol, inspecting and strictly controlling import and export goods and means of transport on entry and exit. At the same time, synchronously apply customs control measures; promptly prevent, arrest, and handle acts of smuggling and illegal transportation of scrap and waste complying with the provisions of the law.
Secondly, actively coordinate with competent forces such as the Police and border Guard… in patrolling, controlling, sharing information and collaborating in combating operations.
