Positive signals from solutions to remove difficulties for imported cars

Specific solutions

Responding to the surge in cars, machinery, and equipment imported from China, causing local congestion at Huu Nghi Quan Border Gate (China), and affecting customs clearance, enforcement agencies and units of Lang Son province have implemented solutions to facilitate customs clearance and reduce cost and time for enterprises.

The representative of the Management Board of Dong Dang – Lang Son Border Gate Economic Zone said that after Tet holiday, the demand for importing cars, machinery and equipment from for industrial production and transportation in the country surges. The number of imported truck increased two time compared to normal days. Before Tet holiday, about 20-30 new trucks are cleared per day. Currently, the volume of imported truck has increased to 60-70 trucks/ day.

Notably, in recent days, there are large number of vehicles waiting to be exported at Huu Nghi Quan (China) with about 1,000 trucks, which mainly are new cars, machinery, equipment, raw materials for production of Vietnamese enterprises.

Responding to this situation, the Management Board of Dong Dang – Lang Son Border Gate Economic Zone has worked with the People’s Government of Bang Tuong town (Guangxi, China) to promptly provide solutions to remove difficulties and problems arising in import and export activities at Huu Nghi-Huu Nghi Quan International Border Gate pair.

After discussion, the two sides agreed to reopen the Ta Phu Son tunnel (China), regulate and classify channel for non-cargo vehicles of the two sides moving across1116-1117-mark area to return the country after delivering exported goods from March 14.

In addition, the specialized freight road in the 1119-1120 mark area is only for vehicles carrying import and export goods. The representative of the Management Board said that the two sides agreed to extend the working time until 8:00 p.m. (Hanoi) on March 17 and 18 to improve customs clearance efficiency and process procedures for vehicles waiting for export, meeting the trade needs of businesses of the two countries.

Positive numbers

The enforcement agencies of the two countries have worked overtime in the evening to resolve congestion at Huu Nghi-Huu Nghi Quan International Border Gate pair. Notably, Huu Nghi Border Gate Customs Branch (Lang Son Customs Department) has arranged officers to process import-export procedures for businesses until 10 p.m., even 11 p.m.

Motived by effective solutions, the customs clearance capacity at the Huu Nghi – Huu Nghi Quan International Border Gate pair has significantly improved, and resolved the congestion. Currently, about 150 more vehicles carrying imported goods have been cleared per day.

As of March 22, about 2,389 new vehicles have been imported across Huu Nghi International Border Gate, increasing by 130.2% year-on-year. 696 vehicles were cleared on March 17, and 704 vehicles carrying imported goods were cleared on March 18.

Notably, according to the Management Board, on March, 1,196 vehicles carrying imported and exported goods were cleared across Lang Son border gates, including 851 vehicles carrying imported goods. On March 21, 1,284 vehicles were cleared at border gates of Lang Son Border Gate.

To continue to create more favorable conditions for customs clearance of new cars across Huu Nghi International Border Gate, relevant agencies and units have grasped import and export activities; and worked with Chinese agencies to facilitate and quickly clear new Chinese cars imported across Huu Nghi Border Gate.

In addition, relevant agencies and units have proactively discussed and held talks with Chinese authorities to facilitate the import and export of new car across Huu Nghi-Huu Nghi Quan International Border Gate pair.
