More than 50 import – export enterprises participate in dialogue with An Giang Customs

Businesses that regularly carry out import and export procedures at border gates in An Giang province are participating in this dialogue. At the conference, An Giang Customs Department spent most of the time answering businesses’ questions about customs declaration procedures for vehicles entering and leaving the country; importing sand and minerals; Value Added Tax (VAT) refunds for canceled declarations…

Some sand importers said that from January 2024, when applying Circular 04/2023/TT-BXD dated June 30, 2023 of the Ministry of Construction promulgating national technical regulations on products, and construction materials, most sand importers encountered difficulties in receiving registration for state inspection of imported goods quality. However, after the press conference on removing problems from the Director of An Giang Customs Department, as well as the connection of the Department with An Giang Department of Construction, the initial problems were resolved, and businesses were solved to clear cargo.

At the conference, to help businesses firmly grasp and comply with legal regulations, Director of An Giang Customs Department Nguyen Thanh Toan requested the Professional Techniques Division, as well as border gate customs units, disseminate regulations closely related to businesses, such as regulations on customs procedures for vehicles entering and leaving the country, in transit; import and export goods for businesses to understand and implement better. In particular, paying attention to guiding and answering legal regulations for businesses to avoid unnecessary violations and errors.

With the hope that the Customs authority and businesses will cooperate and develop together, Director Nguyen Thanh Toan suggested that businesses in the process of carrying out customs procedures if they encounter difficulties in implementing customs policies and procedures, businesses should promptly exchange and reflect so that Customs authority can answer and give specific instructions.

On the Customs side, leaders of An Giang Customs Department thoroughly and prohibit Customs officers from causing difficulties for businesses. Leaders of An Giang Customs Department always ask to listen to feedback from businesses, people, and local authorities. An Giang Customs is committed to always facilitating businesses to carry out import and export following the regulations.

The Director of the Department especially paid attention to the customs branches, the instructions given to businesses must be clear and specific so that businesses can carry out smoothly, avoiding the situation of giving general instructions and making it difficult for businesses. “The Director of the Branch must be responsible for unified direction in guiding procedures for businesses. Any issues that cannot be guided immediately need to be noted and scheduled to respond to businesses as soon as possible” – Director General Nguyen Thanh Toan emphasized.

Regarding legal dissemination, as well as answering problems for businesses, besides dialogue conferences and direct answers at the place of procedures…, leaders of An Giang Customs Department proposed to establish a procedural response channel on the Department’s website to make it convenient for businesses to send questions, as well as refer to the content that has been answered.

Leaders of An Giang Customs Department also noted to businesses some customs procedures in declaring and correcting customs declarations; carefully reviewing contracts and commercial invoices in declaring taxable values, and avoiding errors that will be handled for violations…

At the Conference, the representative of the Professional Techniques Division – An Giang Customs Department introduced the main points and gave some notes when applying Decree No. 84/2023/ND-CP dated December 1, 2023 of the Government amending and supplementing Decree No. 119/2022/ND-CP dated December 30, 2022 on Vietnam’s special preferential import tariff schedule to implement the ASEAN-Republic of Korea Free Trade Agreement for the period 2022- 2027; Decree No. 05/2024/ND-CP dated January 24, 2024 of the Government on Vietnam’s special preferential import tariff to implement the agreement to promote bilateral trade between Vietnam and Cambodia for the period 2023- 2024. In the above-mentioned documents, many contents related to paddy, rice, tobacco leaves… are the main import and export items of businesses at An Giang border gates, it is recommended that businesses note for implementation.
