VCN – On June 6, the General Department of Vietnam Customs (GDVC) organized the opening ceremony of the capacity assessment exam for 458 team leaders of 14 local customs departments in the Northern area.

At the opening ceremony, Deputy Director of the Customs Reform and Modernization Department Luong Khanh Thiet said that the capacity assessment aims to determine the actual capacity of customs officers to serve the personnel and organization work as well as improve qualification, especially leadership and management skills of team leaders and equivalent level at customs branches.

In 2018 and 2019, the GDVC held a capacity assessment for 5,000 customs officers who did not hold leadership positions in eight main operational fields within the whole sector, which brought outstanding results and was highly appreciated by leaders at all levels.

To implement the capacity assessment roadmap of all officers, the GDVC has prepared the capacity assessment for leaders of teams under customs branches and equivalent levels.

The assessment also aims to create a learning movement, a sense of self-study and self-research of each officer to improve qualification and management capacity.

To prepare for this exam, many key team leaders have reviewed documents on technical processes and management skills such as making plans, assignment, authorization, decision-making, and leading groups.

In addition, the capacity assessment helps the GDVC determine the current capacity of the leaders to promptly develop a training plan to improve knowledge and skills, thereby building professional team leaders, meeting the requirements of Customs reform and modernization, creating a premise for the capacity assessment for leaders at division and branch levels.

The assessment also helps the GDVC apply in personnel organization such as training, arrangement …to ensure appropriate job arrangement, improving officers’ capacity and enhancing work efficiency. Therefore, the GDVC may handle an increasing workload and satisfy society’s requirements while the number of officers does not increase.

After the opening ceremony, the candidates participated in the exam.

The exam takes place in 6,7, and June 8.
