Lang Son Customs has drastically implemented solutions to promote customs clearance

According to assessments, fresh fruits and vegetables in the southern provinces are at harvest time. Therefore, at this time, the amount of goods gathered at border gates in Lang Son province to carry out export procedures to China increased.

To facilitate import and export activities of goods, especially Vietnamese agricultural products and fresh fruits exported through border gates in Lang Son province, Lang Son Customs Department requires units throughout the Department to focus on implementing 10 solutions.

Accordingly, border gate units arrange enough civil servants in the customs operations line to carry out clearance procedures on the same day for exported agricultural products that meet the conditions following regulations. Limiting the handling of compensatory leave and leave for civil servants during peak periods when Vietnam’s agricultural exports are in the main crop; Arranging civil servants to handle customs procedures, supervise agricultural products exported through border gates outside of working hours, days off and holidays following the regulations, increasing working hours when necessary to ensure clearance of exported agricultural products is done during the day.

At the same time, continue to implement administrative reform, and facilitate the import and export of goods based on strict compliance with customs procedures. Assign civil servants to promptly support and immediately resolve problems that arise during the process of implementing customs procedures; Strengthen information exchange and closely coordinate with quarantine agencies to quickly carry out clearance procedures for organizations and individuals exporting agricultural products through the management area.

Priority is given to arranging and arranging vehicles carrying exported agricultural products that have completed clearance procedures to pass through the border gate early. Strengthen dissemination to organizations and individuals engaging in import and export activities in Lang Son province to comply with the instructions of the competent forces on channelization for vehicles transporting import and export goods in the areas inside and outside the border gate.

Coordinate with warehouse businesses at the border gate to arrange areas and locations to create conditions for agricultural goods to be stored and preserved while waiting for export following regulations. Coordinate with the Border Guard and Police to regulate traffic so that vehicles entering and exiting the border gate area are not congested, ensuring security and order…

Strengthen the exchange and grasp of information about customs procedures and policies of the Chinese side to promptly disseminate to organizations and individuals exporting agricultural products to have appropriate production and business plans, minimizing the resulting damages.

Promote dissemination work for organizations and individuals exporting agricultural products to use customs broker agents licensed by the General Department of Vietnam Customs to carry out export procedures to avoid related legal risks, promoting professional customs broker agents.

Continue to recommend and communicate to organizations and individuals exporting agricultural products to closely contact and unify with Chinese partners in delivering and receiving goods and studying conversion from buying and selling conventional goods from verbal agreement to signing foreign trade contracts and opening official export declarations. At the same time, carefully learn about China’s regulations on hygiene conditions, food safety, quarantine, packaging, packaging specifications, labels, and growing area codes… to avoid cases where the goods are not accepted by the Chinese side, forced to re-import into Vietnam, causing a loss in cost and time for organizations and individuals exporting agricultural products.

Review to ensure public posting of administrative procedures as stipulated, and apply IT to support businesses in promptly accessing and updating legal documents in the field of customs and tariffs.
