In the plan, Hai Phong Customs Department sets out many key groups of solutions such as improving management efficiency and promoting reform of specialized inspection activities for goods.

In addition, Hai Phong Customs Department also proposed solutions to strive to achieve targets according to Plan No. 9856/KH-HQHP on implementing tasks to improve the provincial competitiveness index (PCI) 2023-2024 of Hai Phong Customs Department; Plan No. 243/KH-UBND dated September 21, 2023 on improving the provincial competitiveness index (PCI) in 2023 – 2024 of Hai Phong city to improve the business environment, maintain the PCI ranking position of the city in the group of 10 leading provinces and cities in the country and the group of localities with good economic management quality.
In the Plan, Hai Phong Customs Department specifically identifies goals, tasks, and implementation progress for each task and assigns units under the Department to chair and coordinate to perform.
At the same time, regularly inspecting and monitoring the progress and implementation results to promptly grasp and support businesses in promptly removing problems regarding to policies and procedures in the customs field based on respecting freedom of business, creating an open, equal, stable and transparent environment.
