Key mission

As a multi-disciplinary and multi-sectoral management ministry, the work of law dissemination and education is always considered by the Ministry of Finance as one of the key tasks. The Party Personnel Committee of the Ministry of Finance issued Directive No. 02-CT/BCSD dated July 28, 2022 on renewing and improving the quality and efficiency of the construction and improvement of financial legal institutions in the new situation, which directs the promotion of legal regulations at the Ministry of Finance.

The Ministry of Finance has also established the Legal Education and Dissemination Council, and organized the implementation of Law Day in the whole sector. At the same time, many documents have been issued to direct and guide the implementation of Decision No. 1521/QD-TTg to implement this work. The work of legal education and dissemination is integrated with the annual tasks and work plan. Every year, the Ministry of Finance and the General Departments under the Ministry promulgate and implement the General Plan on law education and dissemination as well as provide legal support for enterprises.

Law dissemination and education are organized directly or through conferences, seminars, press conferences, training sessions, and dialogues. In the year 2021 and the first 9 months of 2022, the Ministry of Finance organized thousands of conferences, seminars, press conferences, training sessions, and legal introduction dialogues for millions of people. Along with that, the organization of press conferences is conducted right after the issuance of new legal documents in the Finance sector.

For example, in the field of customs, the whole sector has organized the reception and settlement of requests for assistance and provision of information about customs law of customs declarants and taxpayers at the headquarters of the Customs authority. At the headquarters of the General Department of Vietnam Customs, they continue to maintain transactions and receive citizens.

At the local Customs Departments, Customs Branches and equivalent units, maintain the Problem Solving Team to receive and coordinate with the relevant units to promptly resolve the requests for providing information on customs laws of customs declarants, taxpayers and enterprises.

The administrative procedures are publicized and posted at the place of carrying out customs procedures in accordance with regulations. In 2021 and the first nine months of 2022, the whole Customs sector has received and resolved 20,110 requests for information on customs laws from customs declarants, taxpayers and businesses in Customs authorities.

Strongly renovate the form of law dissemination and education

Besides that, the Ministry of Finance also launched law education and dissemination on mass media; answered questions by phone or in writing.

Furthermore, through the organization of activities to respond to Vietnam Law Day, Finance Law Day and the implementation of Project Organizing policy communication with great impact on society in the process of developing legal documents for the period 2022-2027; legal education in educational institutions under the Ministry.

Moreover, the Ministry of Finance strongly innovated the form of organizing law education and dissemination with IT applications. Accordingly, the website of the Ministry of Finance has 15 specialized pages and 37 categories which are operating stably, providing full and timely news on operations, administrative procedures, online public services, legal documents, financial policy questions and answers, and reflections and recommendations of people, businesses and the entire Finance industry.

In addition, at the General Department, the Department under the Ministry has its own electronic portal, which has also published millions of news articles about new policies and legal documents of the Finance sector in particular, as well as other policies and legal documents in general.

For example, in 2021, the website taisancong.vn. published hundreds of news articles on the management and use of public assets and new orientations in the management and efficient use of public assets. The information page of the General Department of Taxation has opened a number of special categories such as support for start-ups, support for tax finalization, electronic invoices, and electronic tax procedures to help taxpayers easily look up information, carry out tax administrative procedures.

In 2021 and the first 9 months of 2022, the website of the General Department of Taxation has published 1,129 news articles; 483 documents; 598 tax questions and answers. The web portal of the General Department of Vietnam Customs continuously maintains items and categories such as: “public services”, “documents”, “notices”, “business dialogue documents”, “question and answer about legal documents”, and “answering business problems”.

The websites of the Customs Departments of the provinces and cities maintain columns on propaganda on law enforcement.

Regarding law education and dissemination of the Ministry of Finance, at the meeting of the Central Government Inspection Team with the Ministry of Finance on law education and dissemination, Deputy Minister of Justice Nguyen Thanh Tinh, Vice Chairman of the Central Committee of Legal Education and Dissemination, Head of the Inspection Delegation highly appreciated the results achieved by the Ministry of Finance, saying that the Ministry of Finance had fully, comprehensively, seriously and effectively implemented the tasks of law enforcement, contributing to the development of policy institutions.

Deputy Minister Nguyen Thanh Tinh also suggested that in the future, the Ministry of Finance should continue to implement the application of IT more effectively and comprehensively in the financial sector; forming a synchronous and unified information system, facilitating people and businesses to study legal information.
