The Tax sector is organized vertically from central to local, with many civil servants, officers and employees; who regularly interact with taxpayers when performing duties. Therefore, it is necessary to build a culture in communication, attitude, behavior, and working style of tax officers in duties performance, especially in contact with taxpayers.

According to the General Department of Taxation, in recent times, the Party, State and Government have stepped up the anti-corruption work and strengthened discipline in the performance of official duties. In particular, in the context of 2023, the socio-economic situation of Vietnam still faces many difficulties and challenges; therefore, to complete the assigned political tasks, the whole tax sector must have a high concentration on task performance.

The General Department of Taxation requested the heads of subordinate units that besides making more efforts in developing appropriate and effective plans, solutions, measures, and roadmaps to organize the implementation of the project, it is also necessary to strengthen discipline and correct civil servant’s working styles, attitudes and behaviors in duties performance.

To achieve the above goal, the General Department of Taxation requested the heads of units under the General Department of Taxation to continue to disseminate, thoroughly understand and organize the strict implementation of regulations on responsibilities and obligations of civil servants and public employees according to the Law on Cadres and Civil servants.

Along with that, units must thoroughly grasp and strictly implement the provisions of the Law on Anti-corruption, Decree No. 59/2019/ND-CP dated July 1, 2019, of the Government and other relevant regulations and instructions; Decree No. 157/2007/ND-CP dated October 27, 2007, of the Government stipulating the regime of responsibility for heads of agencies, organizations and units of the State in the performance of tasks and official duties; relevant directives and guidelines of the Ministry of Finance and General Department of Taxation.

The General Department of Taxation requires the whole sector to promote the rotation, mobilization and change of working positions following regulations to minimize the negatives. For civil servants who violate regulations on anti-corruption, intentionally causing difficulties and troubles for taxpayers, if this violation is not at the point of being disciplined and forced to quit the job, the unit must not be arranged in the following departments: personnel organization, internal inspection, finance and logistics, division directly in contact with taxpayers for a minimum period of 5 years.

The Tax sector will also concentrate on and promote training to improve the quality of human resources, as well as the ethical qualities of civil servants and public employees; at the same time, focusing on inspection and supervision of civil servants and public employees in the duties performed, resolutely handling violations strictly, ensuring discipline of the industry and prioritizing to training as well as inspection and supervision of civil servants working in basic tax administration position and division that regularly interact with taxpayers.

Notably, the General Department of Taxation requested tax departments to set up unscheduled inspection teams for the duties and performance of their affiliated units. The unscheduled inspection of task performance should focus on the division directly in contact with taxpayers to promptly detect and strictly handle violations of tax officials while performing official duties as prescribed.
