VCN – Speaking at the Online Forum “Digital Transformation of the Finance Sector: What is the leading pressure and room for the future?” held by Customs News on the afternoon of October 21, Mr. To Hoai Nam, Standing Vice Chairman and General Secretary of the Vietnam Association of Small and Medium Enterprises said that the digital transformation should be based on dialogue with enterprises to receive opinions and comply with the actual operations.

The core from the change in perception

The initiative in digital transformation has helped the Finance sector improve the quality and efficiency of its national budget and financial management, administrative reform, reduce costs, and facilitate people and businesses, which has been highly appreciated and the people and businesses.

Commenting on the impacts of digital transformation of the Finance sector, the representative of the Vietnam Association of Small and Medium Enterprises said that the positive effects of digital transformation in all aspects have practical benefits for the people.

Accordingly, in the current business environment, ensuring the factors for businesses to operate smoothly will help them exploit all the utilities that the Customs and Tax sectors provide, such as faster and higher working efficiency.

All of these show a better investment business environment, creating new resources to influence investment decisions.

More specifically, about digital transformation in the Customs sector, Mr. To Hoai Nam said that the application of technologies in customs operations has supported import and export activities of enterprises.

Moreover, legal information, experiences and opinions are all posted on the Customs portal, helping businesses access and find out the most accurate information, comply and follow them better in customs-related operations.

Mr. To Hoai Nam also said that, many years ago, the cooperation between state agencies and businesses was only shown in the text, “speech”, but now with positive changes through digital transformation, the customs really listens and accompanies the business community in a practical and effective way.

Explaining the cause for these changes, Mr. To Hoai Nam said that the dissemination work has been done very well, so that the perception of businesses and customs officers has been changed. In particular, customs officers have changed from management into service. This is the core to creating change, Mr. Nam said.

Enhancing business dialogue

However, Mr. To Hoai Nam pointed out some problems in digital transformation such as some areas that have not yet approached international standards.

But Mr. Nam also said that digital transformation in ministries and branches in Vietnam is still in the early stages, so it is difficult to avoid limitations. Moreover, the biggest difficulty in digital transformation is the change of the entire operation mode, so it needs infrastructure and qualified human resources to respond to digital transformation.

Despite difficulties, the Finance and Customs sectors have a lot of motivation to continue d digital transformation, which are the requirements from businesses and people for digital transformation in the context of international economic integration. If digital transformation is stopped, it will not meet the requirements of businesses and the economy.

Therefore, to better implement the digital transformation of the Finance sector, Mr. To Hoai Nam said, institutional change is very necessary. The Ministry of Finance needs to have a document guiding the implementation, a mechanism or legal document to boost multi-sectoral coordination in digital transformation because customs and tax are related to many other industries.

In addition, according to businesses, agencies under the Ministry of Finance should pay attention to strengthening dialogue and consultation with businesses to disseminate support, raise awareness and create effects to increase multidisciplinary linkages. The Finance sector also needs to build a consulting network to support businesses, especially small and medium-sized enterprises, to meet the continuous requirements and needs of businesses. In addition, the issue of network security must also be considered carefully, because this issue is still a concern of the business community and the people.
