Specifically, an import permit is required for products: fertilizers temporarily imported for re-export or fertilizers in transit or border gate transfer through Vietnam; fertilizers deposited in bonded warehouses; fertilizers imported into export processing zones. However, an import permit is not required for fertilizers imported for export production.

The application form for fertilizer import registration, the technical declaration form, and the fertilizer import license have been revised.

Earlier, the General Department of Vietnam Customs coordinated with the Plant Protection Department (Ministry of Agriculture and Rural Development) to upgrade the procedure for granting a permit for importing fertilizers on the National Single Window as prescribed in Law on Cultivation No. 31/2018/QH14 and Decree No. 84/2019/ND-CP.

As of October 15, 250 administrative procedures of 13 ministries and sectors were connected to the National Single Window.
