Offering solutions to ensure smooth clearance at border gates

VCN – Amid the increasing flow of imported and exported goods for the Lunar New Year of Vietnam and China, it is necessary to offer solutions to avoid cargo congestion at border gates.

At a conference to review the implementation of the Action Plan for the 2021-2023 period between the Ministry of Industry and Trade of Vietnam and the Government of Guangxi, China, on the afternoon of December 14, the two sides discussed solutions to ensure smooth clearance and avoid cargo congestion at border gates between Vietnam and Guangxi on the occasion before, during and after the Lunar New Year 2023, said the Ministry of Industry and Trade on December 15.

As the peak period of customs clearance of import and export goods to serve the needs of important traditional holidays of the two countries in 2023 is approaching, Deputy Minister of Industry and Trade Tran Quoc Khanh proposed Guangxi and Vietnamese border localities work closely to ensure smooth clearance at border gates, avoiding the recurrence of cargo congestion at the border gates and border crossings between Vietnam and Guangxi as of the end of 2021.

Accordingly, the Ministry of Industry and Trade proposed a number of specific solutions in the immediate future that need to be approved by the two sides, such as urgently completing procedures for officially opening a specialized transportation road in the area of ​​the landmark 1088/2-1089 at Huu Nghi – Huu Nghi Quan international border gate before January 1, 2023; unifying the operation time of the Chi Ma – Ai Diem border gate pair, and adding to the Agreement on border gates and regulations on management of land border gates between Vietnam and China; restoring official customs clearance at Coc Nam – Lung Nghiu border gates from January 2023; restoring the operation of other border gates/border-crossings such as Na Hinh – Keo Ai, Binh Nghi – Binh Nhi Quan, Hoanh Mo – Dong Trung to reduce pressure on operating border gates.

In the long run, the Ministry of Industry and Trade proposed that the two sides strengthen cooperation to improve the capacity of Vietnam’s railway transport to China through Guangxi, including the arrangement of officers and development of infrastructure for quarantine and customs clearance of agricultural and aquatic products approved by Chinese market at the international railway border gate of Pingxiang station; study measures to encourage businesses of the two countries to coordinate the flow of import and export goods (especially agricultural products) through other border gates in the provinces of Quang Ninh and Cao Bang with Guangxi (China).

Responding to Vietnam’s proposals, alternate member of the Central Committee of the Communist Party of China, Standing Vice Chairman of Guangxi Thai Le Tan said that Guangxi is urgently and seriously implementing the common perception of the two countries’ senior leaders on consolidating and further strengthening the economic and trade cooperation between Vietnam and Guangxi.

In which, ensuring smoothness and optimizing the customs clearance process of goods through border gates is one of the most important tasks.

The Guangxi government has established a specialized committee to support the customs clearance of Vietnamese agricultural products at the peak year-end, with the participation of the Standing Vice Chairman of Guangxi and inter-agency agencies such as the Department of Commerce, Customs and Border Guard.

The authorities of Guangxi are also urgently studying the restoration of customs clearance at eligible border gates to reduce pressure on active border gates.

Regarding Vietnam’s proposal on facilitating rail transport, Guangxi fully supported and said that the two sides need to upgrade railway infrastructure to increase the efficiency of this route. From August 2019, the Pingxiang side has completed phase 1 of the infrastructure system for quarantine at Pingxiang International Railway Station and is conducting phase 2.

After completing phase 2, the clearance of Vietnamese fruit and food at this border gate will certainly be improved. In addition, the Guangxi side also suggested that the two sides should upgrade the border gate infrastructure, transport infrastructure from inland to border gates; provide positive, timely and accurate information on the customs clearance situation at the border gates and closely work together; strengthen information so that businesses of the two sides can actively channelize goods at border gates to avoid cargo congestion.

At the Conference, the two sides reached many important consensuses on removing difficulties and obstacles, coordinating to implement solutions to ensure smoothness and improve customs clearance efficiency during the peak year-end occasion and cooperation orientation in the near future to implement the common perception of the two countries’ senior leaders; thereby restoring and maintaining the momentum of trade growth between Vietnamese localities and Guangxi.

In particular, the two sides agreed to assign focal agencies to urgently discuss to reach an agreement on the list of key tasks in 2023 of the Action Plan to implement the Memorandum of Understanding on boosting economic and trade cooperation Vietnam – Guangxi; and the Memorandum of Understanding on cooperation to promote the operation of the Vietnam-China international railway container transport route.
