Master skill of classification and code identification to minimize risks

VCN – According to the Vietnam Customs School, classification and HS code identification are always a problem for businesses. Therefore, the Vietnam Customs School organizes training on issues businesses need to know to master the skills of classification, and HS code identification to minimize risks upon customs clearance.

The class aims to help businesses effectively manage some of the risks related to the classification and identification of goods codes.

According to the Vietnam Customs School, one of the errors that lead to businesses being taxed the most during post-customs clearance inspection is applying the wrong code of goods, leading to incorrect tax rates and under-declaration of tax amounts.

In particular, the determination of the wrong HS code can also affect the wrong implementation of product policies, if the wrong declaration of the HS code occurs many times, leading to the wrong application of tax rates, and missing of large tax arrears payable to the customs.

The class will focus on training skills for customs clearance agents and employees in enterprises with foreign trade, transportation and logistics activities in all industries and regions, who have the need to update and improve knowledge and skills on classification and identification of HS code; other individuals and organizations that need training on goods classification and codes.

In particular, the class is suitable for leaders of import-export enterprises who want to capture common mistakes of enterprises when determining and declaring HS codes.

During the training, the trainees will understand the basic knowledge of goods classification to apply accurately in each specific situation with specific items; master provisions of the customs law and the law related to the goods classification; understand the technique to describe goods to have a basis to accurately determine code, capture customs procedures on the application for code pre-determination.

In addition, the trainees will realize the impact of the declaration of HS codes on the assessment of the compliance level of enterprises. If an enterprise has a high compliance level, it will benefit such as reduction in inspection rate during and after customs clearance; fast clearance and easy tax payment. On the contrary, non-compliant enterprises will be subject to strict management, inspection, control, and supervision by the Customs.

During the course, trainees will practice the skills of looking up commodity codes on several utility tools; access and exchange common errors of enterprises in determining and declaring codes on the basis of systematization and analysis of actual data arising in the Customs sector; discuss technical handling when enterprises and customs authorities do not agree on goods codes; and learn about methods and experiences to effectively manage the risks of commodity codes before, during and after customs clearance.

According to Ms. Vu Hong Van, Vice Rector of Vietnam Customs School, the trainees will also update changes in legal policies such as the List of import-export goods of Vietnam issued together with Circular 31/2022/TT -BTC compared to the List of Import-Export goods of Vietnam promulgated together with Circular 65/2017/TT-BTC and the application of the MFN tax rate while the Government has not issued the Decree on the Import-Export Tariff to replace the former.

The class will take place over two days, July 22 and 23, 2023, the trainees learn online via the Zoom application, by the leading instructors in the field of goods classification.
