VCN – Through management, many ministries have not issued a list of specialized goods subject to HS code change according to List of Vietnam’s Import and Export Goods (2022)

General Department of Customs said the Ministry of Finance issued Circular No. 31/2022/TT-BTC dated June 8, 2022, and Circular No. 72/2022 dated November 30, 2022 announcing list of Vietnam’s Import and Export Goods, effective from December 30, 2022. These circulars replace Circular No. 65/2017/TT-BTC dated June 27, 2017, and Circular No. 09/2019/TT-BTC dated February 15, 2019, of the Ministry of Finance.

However, through management, many ministries have not issued a list of specialized goods subject to HS code change according to the List of Vietnam’s Import and Export Goods (List 2022)

To provide timely guidance to enterprises, the General Department of Customs said that, when carrying out customs procedures, the customs departments of provinces and cities follow the principle of applying HS codes and the specialized management policy for goods on the specialized lists and the valid licenses in the direction of “Enterprises base on actual goods and self-declare HS codes of exported and imported goods following the List of Vietnam’s import and export goods 2022 issued together with Circular No. 31/2022/TT-BTC and management policies following current legal documents and valid licenses”.

Regarding this issue, the General Department of Customs will continue to coordinate with ministries and agencies to review legal regulations on the management and specialized inspection, to promptly detect shortcomings, obstacles and overlaps related to specialized management of import and export goods, review and change HS codes of 67 specialized lists of 14 ministries according to the List of Vietnam’s import and export goods 2022, the General Department of Customs has transferred the results of the review and standardization of the specialized list to the ministries and agencies for reference and promulgation.
