VCN – Dong Dang economic zone authority in Lang Son province made an announcement to organisations and individuals on continuing to implement the method of freight forwarding on the border through changing the tractors of four vehicles/turn (two vehicles of Vietnam and two vehicles of China) at Huu Nghi – Youyi Guan International Border Gate.
On the basis of the common perception at the talks between the Dong Dang Economic Zone Authority of Lang Son (Vietnam) and the People’s Government of Pingxiang (China), after reaching an agreement with the competent forces at the border gate, the Border Gate Management Centre has just notified competent forces, businesses and individuals engaged in import-export activities, transportation, and yards at Huu Nghi international border gate on the method of freight forwarding on the border.
In the immediate future, due to the complex situation of the Covid-19 pandemic in China, the freight forwarding of import and export goods at the docks waiting for export and import near landmark 1119-1120 has not been implemented yet. Therefore, in order to maintain cargo clearance, the two sides agreed to continue implementing the method of freight forwarding on the border through changing tractors of four vehicles/turn (two vehicles of Vietnam and two vehicles of China).

Accordingly, to ensure the legitimate rights and interests of organizations and individuals operating import-export activities through Huu Nghi – Youyi Guan International Border Gate, the Border Gate Management Center recommended organizations and individuals to proactively connect with Chinese partners to facilitate the export of goods. In case goods are exported to China and returned, the exporting organizations and individuals take responsibility.
The Border Gate Management Center requested the competent forces at Huu Nghi international border gate to disseminate to the business community, organizations and individuals engaged in import and export activities, transport businesses to know and coordinate in freight forwarding. In particular, promptly discussing with the Border Management Center to agree on how to solve the arising cases.
Accordingly, Huu Nghi international border gate post station would directly guide organizations and individuals in the process of delivery and receipt of import and export goods; arrange vehicles transporting export and import goods in the correct order. In the case where means of transport have not been able to contact the Chinese partner to receive the goods, the border post will make a record to confirm the incident and reach an agreement to consider and handle by functional forces in a timely manner in order to facilitate the export of goods; continue to ensure security and order and pandemic prevention at the waiting area.
Huu Nghi Border Gate Customs Branch guides organizations and individuals in carrying out import and export procedures following the method of goods delivery and receipt. At the same time, actively discussing with the Chinese authorities when difficulties and problems arise within their functions and duties.
The International Health Quarantine Team continued to spray and disinfect the waiting area for import and export as well as the waiting area for individuals performing import and export services.
The Border Gate Management Center also asked Huu Nghi Xuan Cuong Joint Stock Company to prepare tractors and specialized drivers to meet the needs of freight forwarding. Furthermore, providing a list of license plates and a list of specialized drivers to the Border Gate Management Center and competent forces in order to check and monitor the process; urgently set prices of providing tractors and full-time drivers to submit to competent authorities for approval and public announcement of service prices for organizations and individuals.
Moreover, strengthening the management of full-time drivers to ensure Covid-19 prevention, carry out closed management and centralized accommodation; routine Covid-19 testing; requesting full-time drivers not to exit the vehicle, not to open the car door and pull down the window during the delivery and receipt of goods.
