The Office of the Ministry of Finance has just announced the conclusion of the Minister of Finance Ho Duc Phoc at the briefing meeting to evaluate task performance in March and the first quarter of 2023 and the implementation plan in April and the second quarter 2023.
Accordingly, the Minister requested the leader of the units to actively follow the Ministry of Finance work program as well as each unit, drastically deploying to complete assigned tasks in 2023. In particular, highly concentrated and proactive coordination closely with relevant units to promptly issue projects following the plan, reviewing the quality, content and time limit for replying to and settling petitions of ministries, sectors, localities, voters and National Assembly deputies.
Along with that, the leader of the units must drastically direct the task of managing revenue collection, ensuring the correct, sufficient and timely collection following the law. Furthermore, continuing to reform tax administrative procedures, promote the electronification of tax administration; amending, supplementing and perfecting tax administration institutions, especially in some fields, new production and business activities arising in the digital economy, cross-border electronic transactions; combating transfer pricing, tax evasion, fake e-invoices, drastically collect tax debt; researching and evaluating the impact of the Global Minimum Tax Rule on attracting investment in Vietnam to have appropriate solutions.
Furthermore, sustainably developing securities, insurance and corporate bond markets, protecting the lawful and legitimate rights and interests of enterprises, investors and people, avoiding being provoked, manipulated, or causing insecurity, at the same time, reviewing and completing legal regulations, strengthening supervision and inspection, developing the capital market in the direction of diversifying products, and expanding and attracting the participation of foreign investors in the capital market and the bond market.
Focusing on the drastic direction to accelerate disbursement of capital construction investment within the sector, urgently reviewing coordination processes and internal procedures, avoiding affecting the disbursement.
Regarding assigning specific tasks to each unit, the Minister requested the State Budget Department to urgently complete the Scheme on renovating the mechanism of decentralization of state budget allocation and management to ensure the leading role of the central budget and the activity of local budgets and relevant agencies and units.
For the General Department of Taxation, the Minister requested to closely monitor the economic situation in the country and the world to properly identify risks and promptly advise the Ministry of Finance and the Government to have proactive scenarios and solutions in revenue collection administration in April and the second quarter of 2023. Furthermore, continuing to reform tax procedures vigorously promote the electronification of tax administration in the whole country at all stages of tax administration to support business operations.
Along with that, promoting connection and sharing of information and data of e-invoices in online public services and electronification in tax administration, modernizing collection management at all stages such as management of electronic tax registration, declaration, payment and refund; strengthen the management and identification of fraudulent acts and tricks on e-invoices, continue to digitize the management of registration fees, house rental, charges; to step up the inspection and supervision of tax declaration from the beginning of the year; fight against loss of revenue for businesses in high-risk business lines, businesses that refund VAT on exports, and businesses that are exempt or reduced from tax; having associated activities, having signs of transfer pricing; continue to research and propose solutions related to the OECD’s global minimum tax rate (Pillar 2) to report to the Ministry and submit to the competent authorities.
For the General Department of Vietnam Customs, the Minister requested to coordinate with the Government Office to submit the Government Leaders for signing and promulgating schemes, effectively implement and ensure progress for the decentralization plan in processing administrative procedures within the scope of customs management approved by the Prime Minister.
Simplifying customs procedures based on the application of modern customs management standards, strengthening international cooperation, and coordinating information exchange to approach the management model of some countries.
At the same time, performing the coordinating role in launching the National Single Window, the ASEAN Single Window, and developing a Master Plan for building and developing an IT System to implement the National Single Window, ASEAN Single Window following centralized processing orientation.
The Minister also requested the Customs sector to drastically implement solutions, striving to complete the task of revenue collection in 2023 right from the beginning of the year; paying particular attention to the control of smuggling and trade fraud, risk management, post-clearance audit; conducting inspection and examination to contribute to increasing state revenue; strictly implement discipline in task performance.
