| Exhibits of illegal transportation of gold |
From the beginning of the year, the Customs Branch of Noi Bai International Airport (Hanoi Customs Department) has detected many cases of illegal transportation of gold and currency which exceed the standard across the borders.
There have been 4 cases of illegal transportation of gold and foreign currencies that have been prosecuted by Noi Bai Customs.
In April alone, the Noi Bai International Airport Customs Branch prosecuted three cases of illegal transportation of gold at Noi Bai International Airport, with total exhibits of 3.3 billion VND.
Earlier, on the evening of February 2, the Noi Bai International Airport Customs Branch discovered Mr. L.V.A, a passenger on the flight departing from Noi Bai International Airport to Tokyo (Japan), carrying a large amount of metal (in the form of bracelets and necklaces) of yellow color suspected to be gold without customs declaration.
The inspection results of the Doji Institute of Gemology and Jewelry showed that the bracelet and the yellow metal wire were gold, weighing 999.88 grams. The Valuation Council determined that the shipment was worth more than 1.4 billion VND, after subtracting the standard allowed to bring gold when leaving the country was 300 grams, the remaining amount of gold exceeded the standard by more than 1 billion VND.
Also on the evening of February 2 and the morning of February 3, Noi Bai International Airport Customs Branch discovered Mr. P.V.L, a passenger on a flight to Osaka (Japan) carrying a large amount of yellow metal in his hand luggage which is suspected to be gold (plain pieces and rings), no customs declaration.
The inspection results also showed that the above exhibits were identified as gold, worth more than 1 billion VND. After deducting the standard allowed to carry when exiting, the remaining gold was worth more than 600 million VND.
The third case of illegal transportation of gold across the border was discovered by the Noi Bai Customs force at the same time as the above case. On February 3, during the check-in process for luggage of exiting passengers on a flight to Tokyo (Japan), Noi Bai Customs discovered that Mr. V.M.T was carrying a large amount of yellow metal (in the form of cord and loop) suspected to be gold, he did not declare it to customs.
The results of assessment and valuation show that the above exhibits are gold, with a total value of more than 2.1 billion VND. After subtracting the standard allowed to bring gold when exiting is 300 grams, the remaining gold has a violation value of more than 1.7 billion VND.
According to the Noi Bai International Airport Customs Branch, the above passengers violated the provisions of Article 2 of Circular 11/2014/TT-NHNN of the State Bank of Vietnam regulating the carrying of gold of individuals when they enter and exit.
Notably, in order to bypass the functional forces to smoothly transport the large amount of metal suspected to be gold above, the subjects created the yellow metal into the shape of a ring, chain, or pendant, but it was very rudimentary and is subdivided for many transport objects. In particular, among the detected cases, the subjects only flew on flights with departure times from 23:00 the previous day to 1:00 the next morning. However, all cases were discovered by the Customs.
Noi Bai International Airport Customs Branch has made a record of administrative violations against the above passengers. Based on the results of the investigation and verification and the collected evidence and documents about the violation, the Noi Bai International Airport Border Gate Customs Branch decided to prosecute the criminal case and transfer the case file and material pieces of evidence for the police agency to continue investigating and handling according to regulations.
Another case related to bringing foreign currency beyond the standard was also discovered by Noi Bai Customs in early January 2023. Specifically, on January 4, 2023, the Export Luggage Procedures Team – Noi Bai International Airport Customs Sub-Department and representatives of the International Scanning Security Team of Noi Bai Aviation Security Center jointly checked the visual baggage of a passenger on a flight to Incheon (Korea), discovered that the passenger was carrying a total amount of 1,858 pieces of Korean Won, the value of 50,000 Won / undeclared piece.
The act of that passenger is not declaring the excess amount of foreign currency in cash upon exit, violating the provisions at Point a, Clause 1, Article 2 and Clause 1, Article 3 of Circular No. 15/2011/TT-NHNN dated 12/8/ 2011 of the State Bank of Vietnam regulations on carrying foreign currency in cash of individuals when exiting and entering the country.
The amount of foreign currency on the passenger has not been declared to customs and does not have a foreign currency carrying license from the bank. The Customs authority returned the allowed amount of money to the passenger (equivalent to USD 5,000) and issued a decision to seize the excess amount, and made an administrative violation record for the violation of the passenger, and at the same time continue to handle the case in accordance with the law.

According to the assessment of Noi Bai Customs, the illegal transportation of gold and foreign currency across the border, if not detected in time, will affect the foreign exchange policy of the State Bank of Vietnam.
