On the afternoon of February 24, in Hai Phong, the signing ceremony of the cooperation agreement between the Hai Phong Customs Department and Da Nang Customs Department occurred.

Attending the signing ceremony, there were leaders of 2 localities: the Secretary of Hai Phong City Party Committee, Le Tien Chau; the Secretary of the Da Nang City Party Committee, Nguyen Van Quang; the Chairman of Hai Phong City People’s Committee, Nguyen Van Tung; Chairman of Da Nang City People’s Committee Le Trung Chinh.

On the General Department of Customs’s leadership side was Deputy Director General Luu Manh Tuong.

At the ceremony, the Director of Hai Phong Customs Department, Nguyen Duy Ngoc and the Director of Da Nang Customs Department, Quach Dang Hoa, reported on the highlights and key results of the two units.

For more detailed information about the preparation process to sign the coordination regulation, Deputy Director of Hai Phong Customs Department Tran Manh Hung said: Recently, the two units have regularly coordinated and shared exchanged work experience. However, although coordination is often the case, the contents related to the specialized profession of Customs have not brought into full play the potential and advantages of the two cities and the two units.

Therefore, it is necessary to have a regulation on coordination in management between the two units to ensure the implementation of state management of customs and to create conditions for export-import activities at seaport border areas that help develop and enhance the business environment and national competitiveness.

Based on the Plan 247/KH-UBND dated October 24, 2022, of the People’s Committee of Hai Phong City on the implementation of the conclusions of the Standing Board of the Da Nang Party Committee and the Standing Board of the Hai Phong City Party Committee at the Conference on Cooperation and Development development between the two localities, simultaneously, to well perform the work of advising on the state management of customs with the leaders of the two cities, as well as the Ministry of Finance, the General Department of Customs, Hai Phong Customs Department drafted Coordination regulations submitted to Da Nang Customs Department for comments and the two sides completed the draft for signing.

The content of coordination focuses on 4 main contents: First, coordinate with the City Party Committee, People’s Committees of 2 cities and the General Department of Customs in directing, organizing, implementing, and perfecting mechanisms, policies and laws; carrying on major topics of and work plans of the localities and sectors related to customs management activities to develop socio-economic, attract investment in the area, create an equal, open, convenient, transparent business environment which meets international requirements and standards; help improve the provincial and city competitiveness index (PCI), departmental and sectoral competitiveness index (DDCI), administrative reform index (PAR Index), satisfaction index of people and organizations for public administration service (SIPAS) and public administration performance index (PAPI).

Second, coordinating handling procedures for vehicles (vessels) on entry, exit, transit, and port transfer to support vessels to move on the right route and protect their legitimate rights and interests according to Vietnamese law and international treaties to which Vietnam has signed and acceded. At the same time, preventing, detecting and arresting means of violating the law and Vietnamese law and international law, affecting national security, safety and sovereignty.

Third, coordinating in handling procedures for imported-exported, transited, and transshipped goods; anti-smuggling, commercial fraud, handling of violations; risk management; Post-clearance audits.

Fourth, coordinating other activities such as: developing the Customs – Enterprise partnership, customs modernization reform, etc.

Speaking at the event, the Chairman of Da Nang City People’s Committee Le Trung Chinh and Standing Vice Chairman of Hai Phong City People’s Committee Le Anh Quan acknowledged, praised and highly appreciated the initiative and creativity of the two units in the detailing collaborative contents of the two cities.

Leaders of the two cities suggested that Hai Phong Customs Department and Da Nang Customs Department soon implement collaborative content, promoting the socio-economic development of the two localities and contributing to the general results of the Customs sector.
