GDVC resolves problems for FDI enterprises

VCN – To implement the cooperation agreement between the General Department of Vietnam Customs (GDVC) and the Vietnam Business Forum (VBF) and execute cooperation in 2023, the GDVC has coordinated with VBF to hold a meeting in the first quarter of 2023 with FDI enterprises.

The meeting was attended by representatives of the Customs Reform and Modernization Department, Import and Export Duty Department, Customs Control and Supervision Department, Customs IT and Statistics Department, Risk Management Department, VBF, and 28 enterprises.

At the meeting, GDVC’s representatives answered enterprises’ questions and proposals related to contractors exempt from VAT when importing goods for building factories, offices, and installing equipment for export processing enterprises; allowing enterprises to actively offset the tax amount to pay into the budget or apply for a one-time tax refund, reducing the administrative burden for businesses.

Besides, enterprises proposed issues related to determining other business activities of export processing enterprises; trading goods in bonded warehouses; tax refund for on-spot export goods; completing customs dossier to comply with regulations on tax and customs for buying domestic goods/equipment by export processing enterprises.

Export processing enterprises are asked to complete customs declaration dossiers to comply with regulations on tax and customs for purchases of domestic goods/equipment.

However, Decree 18/2021/ND-CP does not provide specific regulations on supplementing the customs declaration or equivalent documents for the purchase of goods from domestic enterprises and Decree 18 has not been issued. Therefore, processing enterprises still face difficulties in completing customs dossiers.
