From April 20 businesses make a manifest of cargo through the land border gate via an electronic system

On April 19, 2023, Khanh Binh Border Gate Customs Branch (An Giang Customs Department) directed businesses to manifest imported cargo on the electronic system.

According to the guidance of the Khanh Binh border gate Customs Branch for businesses, on April 17, 2023, the General Department of Vietnam Customs issued Official Letter No. 1790/TCHQ-GSQL guiding the implementation of declaration, receipt, inspection and confirmation of the electronic manifest of imported cargo.

According to the official dispatch of the General Department of Vietnam Customs, at present, the General Department of Vietnam Customs has completed the construction of a system for receiving, checking and confirming the electronic manifest of imported cargo for goods imported through land and inland waterways border gate following Official Letter No. 119/TCHQ-GSQL dated January 21, 2021; Official Letter No. 330/TCHQ-GSQL dated January 22, 2021, and Official Dispatch No. 1503/TCHQ-GSQL dated February 4, 2021, of the General Department of Vietnam Customs.

Based on the opinions of local customs departments and businesses at the online training session on March 21, 2023, the General Department of Vietnam Customs has updated the system. Accordingly, Customs Departments of border provinces are proposed to direct Customs Branches of land and inland waterway border gates to launch the making of a manifest of imported cargo in advance and confirming goods imported into the border gate area on the system from April 20, 2023.

From April 20, 2023, the truck owner, the truck driver, and the person authorized by the truck owner (the goods owner or customs broker) would make a manifest of imported cargo (referred to as the manifest) before bringing goods into the Vietnamese territory according to unique information standards through the system as follows:

In case the system has problems or other cases arise outside of the 9 cases listed on the system, the customs declarant shall declare and make the one official manifest of imported cargo following the form BKTTHH/2021/NK enclosed with Official Letter No. 1503/TCHQ-GSQL dated February 4, 2021, of the General Department of Vietnam Customs for customs officers who receive the manifest at the border gate.

At the same time, sending monthly reports to the General Department of Vietnam Customs (via the Customs Control and Supervision Department) for other cases that arise outside of the 9 cases listed on the system for summarizing, reviewing and updating the system and develop a project of building a digital border gate and a new customs management model for vehicles and goods imported and exported through land border gates.

The customs authority will not handle the means of transport or goods brought into the border gate area if those vehicles and goods have not yet made a manifest on the system.

When the vehicles transporting imported goods arrive at the border gate area and transport them into Vietnamese territory, the responsibility of the customs declarant or the carrier is: to provide a manifest (including the number of declarations and the number of receipts of the manifest) along with the means of transport carrying the goods on the list to a customs officer at the border gate area for checking and comparing information before confirming goods are entering the border gate area.

According to the assessment of the enterprise, the making of the manifest of imported cargo via electronic system would help the enterprise to save time and the incurred cost because it can be done anytime and anywhere.
