Accordingly, the Prime Minister requested ministers, heads of ministerial-level agencies, Governmental agencies, chairmen of People’s Committees of provinces and centrally-run cities to focus on reviewing and removing obstacles in terms of legislation, drastically cutting down unnecessary administrative procedures in the agricultural sector, creating a favorable environment to promote enterprise development in agriculture, attract businesses to invest in agricultural and agricultural development villages, focusing on enterprises applying high technology and deep processing.

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministries of Finance, Agriculture and Rural Development and relevant agencies in, urgently finalizing the Decree amending and supplementing a number of articles of Decree 57/2018. /ND-CP on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas, to submit to the Government.

The Prime Minister asked these agencies to focus more on three growth drivers, including domestic consumption, export and investment. Ensuring food security in all situations. Organize agricultural production in the direction of multi-value, large-scale, professional, modern, efficient, circular, low-emissions, environmentally friendly, meeting domestic and international standards, with strong competition.

Promoting technological innovation, digital transformation in agriculture, application of high technology, technology of processing and post-harvest preservation, considering this as a breakthrough to improve added value and efficiency of production and business.

Diversifying agricultural products, promoting deep processing, fine processing in order to overcome the situation of “good season loss”, and seasonal dependence and increase the added value of agricultural products.

Promoting brand building, trade promotion, product promotion and e-commerce; developing and diversifying input supply chains and agricultural products’ consumption markets, maintain and promote traditional markets, continuing to negotiate to open new markets, and reducing dependence on a few markets; proactively implementing appropriate trade remedies to protect domestic production and promote exports.

Regarding the fight against illegal, unreported and unregulated fishing, the Prime Minister requested the ministries and branches to concentrate intensely, absolutely not be negligent, subjective, or lose vigilance in leadership and direction; proactively, decisively in action to complete the remedial work of shortcomings and limitations as recommended by the European Commission (EC), carefully prepare the contents and conditions for working with the EC’s Inspection Delegation for the first time (from May 25 to May 31, 2023).

The Prime Minister criticized the provinces of Binh Dinh, Khanh Hoa, Binh Thuan and Kien Giang for continuing to allow local fishing vessels to violate foreign waters since the beginning of 2023, asking the provinces to seriously review, clearly define the responsibilities of the heads of localities and relevant units, and report to the Prime Minister before May 15, 2023.

The Prime Minister assigned the Ministry of Agriculture and Rural Development to assume the prime responsibility for, and coordinate with the Ministries of Finance, Transport, Industry and Trade, etc. to implement measures to control and prevent thoroughly exploited aquatic materials, especially importation by container ships as recommended by the EC; reviewing and supplementing legal provisions in the draft Decree amending and supplementing Decree No. 26/2019/ND-CP of the Government detailing a number of articles and measures to implement the Law on Fisheries to manage management and report to the Government in the second quarter of 2023.

Regarding the implementation of the three national target programs, the Prime Minister also requested the ministries, branches and localities to actively and drastically implement the implementation according to the directions of the Prime Minister.

In particular, the Prime Minister assigned the Ministry of Finance to urgently send comments to the Ministry of Planning and Investment to complete the plan to handle problems related to the allocation of non-business capital for the period 2021-2025 for three national target programs, and submit them in April 2023.

Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Luu Quang to focus on effectively directing the above contents, creating concrete breakthroughs in the second and third quarters of 2023.
