Cao Bang Customs strives to finish budget tasks early

VCN – There are still two months until the end of 2021, but at this point, Cao Bang Customs Department has finished the task of revenue collection for the whole year following all three assigned targets (estimated targets assigned by the Ministry of Finance, target assigned by the General Department of Vietnam Customs, targets assigned by the People’s Committees of Cao Bang and Bac Kan provinces).

In 2021, Cao Bang Customs Department was assigned to collect VND192 billion by the Ministry of Finance; General Department of Vietnam Customs assigned the target to strive for VND215 billion; the People’s Committee of two provinces Cao Bang and Bac Kan assigned VND210 billion (Cao Bang is VND200 billion; Bac Kan is VND10 billion).

The assigned target at Cao Bang Customs is not much compared to the total budget revenue of the whole industry. However, as the management area is mountainous, the completion of this important political task is not easy.

Director of Cao Bang Customs Department Hoang Khanh Hoa said that, identifying budget collection as the top key political task, right from the start of 2021, the Department had actively developed and implemented solutions to ensure the highest completion of the collection task. In particular, the important goal is to create trade facilitation to attract and nurture revenue, along with promoting measures to prevent tax loss, and not to generate new debts.

In particular, Cao Bang Customs Department promptly developed a plan to effectively implement Directive No. 215/CT-TCHQ dated January 15, 2021 of the General Department of Vietnam Customs on synchronous and drastic implementation of solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in the implementation of revenue collection in 2021.

“In 2021, the situation of the Covid-19 pandemic was still very complicated, so the unit paid special attention to solutions to both prevent and control the pandemic, while ensuring trade facilitation and quick clearance of goods. But with synchronous and drastic solutions, import-export turnover at the unit grew quite well, helping the results of budget collection reach all three targets of the whole year as early as October 26. The revenue collection of Cao Bang Customs Department reached VND225.4 billion, an increase of 53% over the same period in 2020 and achieved 117% of the Ministry of Finance’s target, reaching 107% of the target of the People’s Committees of Cao Bang and Bac Kan provinces and achieved 105% of the target assigned by the General Department of Vietnam Customs,” Director Hoang Khanh Hoa said.

Solutions by Cao Bang Customs Department included thoroughly grasping and effectively organizing the implementation of Resolution No. 01/NQ-CP on the main tasks and solutions to implement the socio-economic development plan and State budget estimate in 2021. To develop and implement an action plan on reforming administrative procedures, modernizing customs, improving the business environment, and enhancing national competitiveness in 2021 as required in Resolution No. 02/NQ-CP of the Government and Resolution 01-NQ/BCSD of the Party Civil Affairs Committee of the Ministry of Finance on leading and successfully directing tasks for state budget finance in 2021.

Support customs branch to implement the centralized tax accounting system; system of tax exemption, tax reduction, tax refund, no tax collection, handling of overpaid tax.

Along with that is to regularly review the work of tax exemption, reduction, refund, and non-collection to ensure the right subjects in accordance with the regulations. At the same time, detecting errors and violations, promptly correcting and handling; detect loopholes and inadequacies to recommend policy amendments and supplements.

Focusing on improving the efficiency of price determination; instructions on checking, determining value, updating the system; promptly report proposals to amend inappropriate prices and new items to the value risk management list; perform periodic and irregular inspections to assess the risks of the inspection, determine the price in the whole department, detect errors for correction and timely handling.

Along with that, strengthening supervision, inspection, guidance and solving problems for units in the implementation of Official Letter No. 119/TCHQ-GSQL dated January 11, 2021 of the General Department of Vietnam Customs on strengthening inspection and control of import and export goods for officers and employees at the units to create consensus and unity in performance.

According to Director General Hoang Khanh Hoa, from now until the end of the year, the unit will continue to focus on solutions to facilitate the import-export of the business community, associated with ensuring pandemic prevention and control when the whole country switches to state of “new normal” following the spirit of Resolution 128/NQ-CP of the Government.
