According to the Ho Chi Minh City Customs Department, in 2023, the state budget revenue of Ho Chi Minh City Customs Department reached 121,192.9 billion VND, equal to 83.12% of the ordinance target (145,800 billion VND), a decrease of 15.27% (equivalent to an absolute decrease of 21,842.5 billion VND) compared to the same period in 2022.

In 2024, Ho Chi Minh City Customs Department is assigned an ordinance target of 130,800 billion VND, equal to 89.71% of the 2023 estimate, an increase of 7.3% of actual state budget revenue in 2023.

Carrying out assigned tasks, in recent times, although the Party Committee, leaders at all levels, party members, and civil servants have made many efforts in state budget collection, the achieved results are not yet high. State budget revenue as of May 31, 2024 of Ho Chi Minh City Customs Department reached 49,914.5 billion VND, equal to 38.16% of the 2024 ordinance target, down 6.86% compared to the same period in 2023, equivalent to an absolute decrease of 3,677.6 billion VND.

According to analysis by the Ho Chi Minh City Customs Department, the world economy in 2024 is forecast by most international organizations to slow down, increasing the possibility of short-term recession; high inflation continues to persist in many countries, etc.

As a highly open economy, Vietnam cannot avoid the influence of external fluctuations. Macroeconomic stability faces many challenges, with great inflation pressure, the prices of gasoline, oil and input materials fluctuate strongly; Large, traditional import and export markets are shrinking; FTA tariff lines in 2024 will continue to decrease to 0% with thousands of tariff lines according to the committed roadmap.

The above situation has posed many difficulties and challenges, requiring greater efforts from the Party Committee and leaders at all levels, party members, and civil servants of the Party Committee of Ho Chi Minh City Customs Department.

To promptly overcome shortcomings and limitations, create motivation and demonstrate the determination of the entire political system of Ho Chi Minh City Customs Department to successfully complete the tasks in 2024, the Standing Committee of the Party Committee of Ho Chi Minh City Customs Department requested Party committees and heads of units thoroughly grasp and effectively implement many solutions to carry out the task of state budget collection.

In particular, tightening discipline and public service ethics, ensuring compliance with the principle of democratic centralism and administrative hierarchy, subordinates obey the leadership, direction and strictly comply with the decisions of the superiors, promptly and honestly report arising problems according to authority and procedures. Seriously perform assigned work and tasks, do not overdue or miss assigned tasks; Do not avoid work, encourage party members, officials and civil servants to be active, creative, dare to think, dare to do and take responsibility.

Leading and directing budget collection, determining to achieve the 2024 ordinance target of VND 130,800 billion; Effectively deploy the direction of the Ministry of Finance and the General Department of Customs on the synchronous and drastic implementation of solutions to facilitate trade, improve state management effectiveness, and prevent revenue loss in implementing the task of state budget revenue.

The Party Standing Committee requires units to continue to develop and implement immediate and long-term trade facilitation programs and plans to support businesses in promoting production, business, and economic-society development. Promote the development of Customs – Business partnerships, enhance interactive activities between Customs agencies and individuals, organizations, businesses, business associations, and Consulates of other countries such as dialogues, periodic and extraordinary discussions; Consultation and training activities on new regulations of law on Customs at enterprises, customs modernization reform programs, etc thereby helping to nurture state budget revenue.

Monitor, synthesize, analyze, evaluate and forecast state budget revenue situation at Ho Chi Minh City Customs Department and customs sub-department; Regularly analyze data and evaluate the impact of factors affecting state budget revenue such as the influence of the world economy and the impact of tax policies on items that account for a large proportion of State budget revenue;

At the same time, promote inspection, review, and organize the unified implementation of tax policies for exported and imported goods, especially tax exemption, tax reduction, tax refund, tax non-collection, and handling taxes, late payment interest, and overpayment fines at sub-departments. Promptly research and propose to handle arising problems, ensuring the implementation of tax policies in accordance with regulations and consistency throughout the Department.

Promote post-clearance audit and specialized inspection for assigned topics. Strengthen information collection and analysis activities to detect signs of violations and risks; Carefully prepare plans before conducting inspections to ensure post-clearance audit to be carried out with quality and efficiency. Collect, review, and analyze data and information on key and prominent products in terms of value, origin, codes, and policies.

In particular, focus on post-clearance audit in cases of high-risk enterprises, complex import-export activities, production, business, and import in many different areas to promptly detect violations, collect taxes for the state budget.
