According to information from Saigon New Port Corporation, implementing the policy of moving containers containing dangerous goods (IMDG) out of Tan Cang – Cat Lai port (TCCL) to ensure fire and explosion prevention and safety for the port and surrounding areas, Saigon New Port will implement new regulations for IMDG container delivery at TCCL port from July 1, 2024.
Changed regulations for import and export IMDG container delivery at TCCL
According to Saigon Newport Corporation, Tan Cang – Cat Lai Port (TCCL) is the largest and most modern port in Vietnam, currently handling over 1/3 of the volume of imported and exported container goods through the seaport system of the whole country and nearly 90% of goods output in Ho Chi Minh City area. Tan Cang – Cat Lai is 160 hectares wide, with an annual output of more than 5 million TEUs. The dangerous container delivery area has an area of about 5.2 hectares.
Implementing the policy of shifting IMDG container delivery outside TCCL port to ensure fire and explosion safety for the port and surrounding areas, Saigon New Port will implement new regulations for IMDG container delivery at TCCL port from July 1, 2024.
Accordingly, for IMDG containers imported at TCCL port, TCCL port only functions as an unloading port. After being unloaded onto the ship, IMDG containers will have to be transferred to the destination port for delivery. For export goods, TCCL Port only receives IMDG containers of export goods within 24 hours before the expected time of the ship’s arrival at the port registered by the shipping company.
In order to ensure that customers/shipping lines have a better understanding of production organization, procedures, goods delivery process, costs…, when changing new processes, Saigon New Port organizes a seminar “Guidance on regulations on delivery and receipt of IMDG containers importing and exporting ships at Tan Cang – Cat Lai port according to notice No. 1774/TB-TCg” dated June 25, 2024. Representatives of functional departments of Saigon Newport Corporation directly participated in dialogue and answered questions arising from customers and shipping lines during the delivery and receipt of IMDG goods according to the new announcement.

Chairing the seminar, Mr. Truong Tan Loc – Marketing Director, Saigon Newport Corporation affirmed: “The “Safety First” policy is an important motto in the maritime and logistics industry, and investment in IMDG dangerous goods storage yards is an important part of efforts to ensure safety in seaport operations. That is also the policy of the Government, state agencies and Ho Chi Minh City People’s Committee on building planning for seaport clusters across the country in general and Ho Chi Minh City in particular, building green and safe key economic zones. .
Saigon Newport Corporation has built a roadmap to plan and modernize Cat Lai Tan Cang port for many years, and moving the IMDG cargo area out of Cat Lai port is also part of the roadmap to build a green and safe port.”

Tan Cang Hiep Phuoc and ICD Tan Cang Nhon Trach – TCSG’s new IMDG reception point
Also according to Saigon Newport Corporation, Tan Cang Hiep Phuoc Port (TCHP) – Cat Lai Terminal D is positioned as the best “extended arm” for Tan Cang Cat Lai port (TCCL) and Cai Mep port cluster (Ba Ria Vung Tau). With an area of 17 hectares, TCHP – Cat Lai Terminal D operates 2 container wharves and 4 barge wharfs, with a main wharf length of 420m, located on Soai Rap River, and is capable of receiving ships with a large load, up to 50,000 DWT.
Dangerous goods storage yard of TCHP Port – Cat Lai Terminal D can receive from 700-1000 TEU at the same time and can expand the yard to receive more when needed, equipped with 04 forklifts and 01 empty forklift. In addition, TCHP – Cat Lai Terminal D is also equipped with a modern fire protection system including automatic smoke and fire warning systems, mobile fire extinguishers, and automatic sprinkler systems, along with Security surveillance camera system operates 24/7, ensuring goods safety.

ICD Tan Cang Nhon Trach (ICD TCNT) is one of the important links connecting import and export goods not only in Nhon Trach area but the entire Dong Nai area to important ports today such as Cat Lai and Phu Huu.
ICD TCNT has invested in an infrastructure system with a total area of 27.5 hectares; yard capacity of 10,500 Teu; design capacity of 320,000 Teu/year; Pier length is 320m with 4 barge berths that can accommodate ships of 3,000 – 5,000 DWT; the warehouse area of 6.2 hectares is expected to meet the demand for goods in the region.

ICD TCNT’s dangerous goods yard has an area of 3 hectares, is planned with a fire protection system, a 100% new synchronous chemical incident response plan with modern equipment including: Foam Station: 3000 Liters; Fire suppression system, Foam spray: 21 pillars, fire barrier system: length throughout the yard; Water used for fire protection is pumped directly from Cai River through the pumping station; Water supply network: pipes are organized in a closed circuit to ensure continuous and adequate water supply; Planning and arranging a security surveillance camera system operating 24/7.

The tendency to concentrate dangerous goods in specific areas at ports around the world
According to Saigon New Port Corporation, in the context of trade – import and export of goods in the world constantly developing, the management of goods in the dangerous goods group is also increasingly emphasized at global port and logistics operators.
In Vietnam, the management and transportation of dangerous goods at enterprises must ensure compliance, not only with state policies but also with international standards and trends. The most prerequisite requirement in handling and delivering dangerous goods is to protect general safety, protect human health, the environment and the business’s equipment and facilities.
At modern ports around the world, dangerous goods are handled and managed separately, separate from normal cargo areas with fire safety equipment to minimize risk of fire and explosion after unfortunate accidents such as the Tianjin explosion (China) in 2015 or the explosion at Beirut port (Lebanon) in 2020.
