Binh Duong’s first dry port
According to the Dry Port System Development Plan for the period 2021-2030, with a vision to 2050, Thanh Phuoc Dry Port is located on the Dak Nong – Binh Phuoc – Ho Chi Minh City transport corridor, connected to Provincial Road 747A, National Highway 13 and Ho Chi Minh City. Dong Nai River inland waterway, has an exploitation capacity of 100,000 – 170,000 TEU/year by 2030 and is located near the location connecting to 14 industrial parks, large industrial park clusters in Tan Uyen, North Tan Uyen and connecting connecting a number of important ports such as: Binh Duong General Port, Hiep Phuoc Port, Cat Lai Port (HCMC), Cai Mep – Thi Vai Port Cluster (Ba Ria-Vung Tau) and ports in the Mekong Delta provinces, northern provinces. Therefore, it is very convenient for transporting and loading and unloading goods.
According to Director of Binh Duong Customs Department Nguyen Tran Hieu, currently, the majority of import and export goods of businesses in the area are transported by sea. However, the transportation of goods by sea in recent times has encountered many difficulties because it is still too dependent on transportation by road. Meanwhile, the traffic situation on some transportation routes often becomes congested during rush hours due to overload, leading to increased time and costs for businesses, notably among them are inter-provincial road transport fees and seaport infrastructure fees at Ho Chi Minh City ports. The above difficulties and limitations have partly had a direct impact on business efficiency and the competitiveness of import and export goods of enterprises.
Officially put into operation in 2012, in December 2023, Thanh Phuoc Port was announced by the Ministry of Transport as a dry port and became the first dry port announced in Binh Duong province. Stemming from the awareness that improving the capacity of transporting, loading and unloading import and export goods at Thanh Phuoc port has important significance in the economic development of Binh Duong province in general and has an impact on promoting import and export activities in particular, the Department Binh Duong Customs coordinated with Thanh Phuoc Port Joint Stock Company to survey the actual facilities, construction items, inspect and evaluate customs inspection and supervision conditions and report to the General Department of Customs. The agency requests recognition of the location for customs procedures. On March 28, 2024, the Ministry of Finance issued Decision No. 522/QD-BTC recognizing the location for customs procedures at the import-export port established inland for Thanh Phuoc Port.
As a dry port, Thanh Phuoc Port can operate, provide services and carry out procedures for import and export of goods in accordance with Decree No. 38/2017/ND-CP dated April 4, 2017 of the Government on investment in construction, management and operation of inland ports, it can handle both destination port goods and border gate transfer goods, contributing to solving the overload of road transport, accelerating the speed of goods circulation, thereby promoting the production of goods of enterprises in the province, increasing the import-export turnover of goods, creating conditions for the formation of a logistics center of the province and the entire Southern region.

Pointing out the importance of Thanh Phuoc Port being recognized by the Ministry of Finance as having a customs clearance location, Standing Vice Chairman of Binh Duong Provincial People’s Committee Mai Hung Dung said, the customs clearance location is in operation. bringing practical benefits to the business community inside and outside the province; Helps inspect goods in the area quickly, accurately and conveniently; contributes to saving time, human resources and costs for businesses; Encourage businesses to switch from the current method of transporting goods by road to waterway, taking advantage of Binh Duong province’s strengths in waterways to save logistics costs for businesses and reduce the load on road infrastructure and limit environmental pollution.
In order for the customs clearance location at Thanh Phuoc Port to maximize operational efficiency, Mr. Mai Hung Dung requested the leaders of Binh Duong Customs Department and Thanh Phuoc Inland Port to continue to promote the spirit of responsibility and focus. Direct relevant units to well implement the exploitation and operation of Thanh Phuoc Inland Port; contributing to support and ensuring businesses can reduce time and costs incurred; At the same time, it ensures that customs forces can better perform inspection and clearance of import and export goods and effectively prevent smuggling and trade fraud.
According to Mr. Nguyen Tran Hieu, with a large number of businesses and an increasing import-export turnover, the customs clearance location at Thanh Phuoc Inland Port will help businesses contact them to complete customs procedures and receive goods right at the port. Along with that, import-export procedures and transit of goods can be carried out at Thanh Phuoc Port location conveniently and quickly, saving both time and costs for businesses.
