5 activities to develop the customs business partnership in 2023

VCN – The Customs sector organizes partnership activities for the business community to participate in the reform, modernization and digital transformation process of the Customs sector and improve voluntary compliance with customs laws, as well as solve difficulties and problems promptly to support and create favourable conditions in the implementation of customs procedures for the business community.

That is the purpose of Customs-Business and Stakeholder Partnership Development Plan in 2023, which the General Department of Vietnam Customs has issued.

According to this plan, the General Department of Vietnam Customs set out requirements to facilitate the business community and stakeholders to understand new customs policies and laws.

They are the Customs Development Strategy to 2030; Action Program to implement the Customs Development Strategy to 2030; the Customs Reform, Development and Modernization Plan to 2025, Digital Transformation Plan; Pilot program for supporting and encouraging enterprises to voluntarily comply with customs laws and newly promulgated customs laws; thereby accompanying Customs authorities in the implementation.

At the same time, encouraging and creating conditions for the business community and related parties to participate in completing customs legal policies, management methods, service quality of Customs authorities at all levels, pilot programs for supporting and encouraging enterprises to voluntarily comply with customs laws through consultation, cooperation and supervision activities.

In addition, strengthening Customs – Business cooperation contributes to improving each party’s management and law enforcement capacity.

In this plan, the General Department of Vietnam Customs has proposed the following contents and activities: Information; business support; consulting businesses and stakeholders; law enforcement supervision; Customs-Business cooperation.

For example, in business support activities, Customs authorities at all levels promote businesses support under a thematic topic about customs procedures following the type of import and export goods, the provisions of the law on on-spot export and import, classification, and origin determination.

Furthermore, supporting enterprises to promptly access information on new legal regulations, import and export situations, and trade trends; answering problems arising from enterprises when carrying out customs procedures; focusing on supporting groups of small and medium-sized enterprises, start-ups, and businesses that voluntarily comply with customs laws.

Supporting and regularly updating free customs declaration software; supporting and promoting digital transformation of businesses and related parties to ensure synchronization with the digital transformation process of the Customs sector.

For consultations with businesses and stakeholders, Customs authorities at all levels should focus on consulting businesses and stakeholders in the development of legal documents, customs processes and procedures, forms of documents, electronic documents and information criteria serving the requirements of digitization and digital transformation in the Customs sector; regulations on management mechanisms, methods, order and procedures for quality inspection and food safety inspection for imported goods; regulations on customs management for imported and exported goods transacted via e-commerce; regulations on customs procedures, inspection, supervision and control; regulations on connecting and sharing information in the field of import-export, transit of goods, people and means of transport on exit and entry under the national single window mechanism.

Conducting Businesses – Customs consultation, collecting proposals and recommendations of enterprises on solutions to improve legal policies, procedures, law enforcement, solutions for connection, exchange of information and data sharing with the information technology system of General Department of Vietnam Customs during the implementation of customs procedures.
